If one wire lights as receiving power, then I would ground your test light to the other wire, and touch the power wire again.

I would start the Jeep before testing the wires. You can ground the test light to some metal on the instrument panel, and test to see if you get power from either wire behind the lighter. If the fuse #5 is good: As shown in the FSM picture below, I would pull the radio console plate off by lifting the panel under the windshield, unscrewing the screws to the radio console plate(three screws) then pull it off, and then unscrew the four screws to the lighter, and pull the lighter assembly out, enough to test the two electrical wires behind it.

The relay is under the drivers side of the instrument panel, but caution is recommended because of the Air Bag System. The information for that relay is in the 1997 FSM at 8E-22. There is also a relay for the cigarette lighter. Upon looking at my PDC, the picture shows fuse #5. The part#'s on both pictures seem to be the same, but the other diagram is different.
